The European Council on defence of the European Heads of State of 19 and 19 December 2013 has endorsed policies for intensified cooperation within Europe and with NATO. The conclusions of the Council start with: "Defence matters. An effective Common Security and Defence Policy helps to enhance the security of European citizens and contributes to peace and stability in our neighbourhood and in the broader world."
